BLCP Power Plant or BLCP Power Limited is a Thai joint venture (50:50) between Banpu Group (Banpu Coal Power Limited and Banpu Public Company Limited) and Electricity Generating Public Company Limited (EGCO) or EGCO Group.

BLCP Power Plant or BLCP Power Limited is a Thai joint venture (50:50) between Banpu Group (Banpu Coal Power Limited and Banpu Public Company Limited) and Electricity Generating Public Company Limited (EGCO) or EGCO Group.

Priority is given to ensure that the plant must be full compliance with all environmental requirements, as well to get acceptance from all surrounding communities. Its fuel source is a top-grade bituminous coal to be imported from Australia. The total generating capacity is 1,434 Megawatts. The business vision is to become a role model of coal-fired power plants in Thailand.








BLCP Power Plant has begun to generate electricity for the first unit (717 MW) on 1 October 2006 and the second unit (717 MW) in February 2007, in line with the schedule of the Power Development Plan (PDP) of the Electricity Authority Electricity Generating Authority of Thailand (EGAT) and distributes electricity to EGAT according to the Independent Power Producer (IPP) power purchase scheme under the Cabinet resolution 1994 in order to meet the policy. Of the government to promote and support Roles of the private sector to take part in the electricity industry The Company entered into a power purchase agreement with EGAT on 19 November 1997 for a period of 25 years.

The site is located in the Map Ta Phut Industrial Estate Phase 2 under the 30-year-long term lease contract signed by June 30, 2000 with the Industrial Estate Authority of Thailand (IEAT). In line with other heavy industrial plants in the nearby location, the plant is also required to comply with all terms and conditions as stipulated by the lease contract, and to meet all environmental compliance as stipulated in various permits or licenses, granted by the authority.
 The power station is a privately-own company. The company has been incorporated in accordance with the national policy for greater access and participation of private sector in the electricity generation business under the scheme of the Independent Power Producer; or commonly known as IPP Program. The national policy was supported and adopted by the country’s cabinet resolution made in 1994 in order to reduce the country’s financial burden, to lessen government dominance, and to promote greater competition among electricity generators.

BLCP POWER STATION IS SCHEDULED TO COMMENCE ITS COMMERCIAL OPERATION DATES (CODS) FOR THE FIRST UNIT OF 717 MW ON OCTOBER 1, 2006, AND THE SECOND UNIT OF THE SAME CAPACITY ON FEBRUARY 1, 2007.


  • IT IS APPARENT THAT THE STATION COULD LIVE UP ITS COMMITMENT, THANKS TO THE PROGRESS OF CONSTRUCTION AND COMMISSIONING ACTIVITIES. THE COD TIMETABLE IS ALSO NICELY FITTED INTO THE COUNTRY’S POWER DEVELOPMENT PLAN (PDP) TO ENSURE THE SYSTEM STABILITY AND TO KEEP THE RESERVE MARGIN WITHIN THE COUNTRY‘S TARGET POLICY LEVEL.

  • BEING A COAL-FIRED POWER PLANT, THE STATION WOULD BE A LOW COST PRODUCER AS MEASURED BY ITS COST PER UNIT VIS-Á-VIS OTHER TYPES OF POWER STATIONS THROUGHOUT THE COUNTRY. BASED UPON HISTORICAL PRICE MOVEMENTS OF COAL AND OTHER FUELS IN THE GLOBAL ENERGY MARKET, IT IS EXPECTED THAT THE STATION’S LOW FUEL COST SHOULD LOWER BLENDED COST, AND PROVIDE GREATER STABILITY INTO THE COUNTRY‘S OVERALL COST STRUCTURE OF TOTAL ELECTRICITY GENERATION.

  • IN ADDITION, THE STATION MAY HELP TO REDUCE THE MAGNITUDE OF DOMESTIC ELECTRICITY RETAIL PRICE HIKE AMID THE CURRENT UPBEAT OF GLOBAL ENERGY MARKET.  LASTLY, THE STATION MAY HELP TO SUPPORT THE COUNTRY’S FUEL DIVERSIFICATION POLICY IN THE FUTURE.

  • FROM THE MINISTRY OF ENERGY’S POLICY TO PROMOTE ENERGY AND ENVIRONMENTAL CONSERVATION AT ALL LEVELS INCLUDING TO SOLVE THE OVERSUPPLY OF CRUDE PALM OIL, BLCP POWER PLANT HAS SUPPORTED THE GOVERNMENT POLICIES BY PURCHASING B20 DIESEL TOTAL OF 1,367,000 LITERS, AT THE END OF THE YEAR 2019 AND ON 29 APRIL 2020 RESPECTIVELY WITH THE PROPORTION OF BIODIESEL FROM PURE PALM OIL TOTAL OF 273,400 LITERS TO REPLACE THE FUEL USED FOR STARTING UP AND SHUTDOWN OF THE POWER PLANT FROM USING NORMAL DIESEL FUEL.

  • BLCP POWER PLANT CONTINUES TO DEVELOP CONTINUOUSLY WITH CORPORATE SOCIAL RESPONSIBILITIES. IN YEAR 2020, BLCP POWER PLANT HAS BEEN RESPONSE TO THE GOVERNMENT POLICY AND THE INDUSTRIAL ESTATE AUTHORITY OF THAILAND (IEAT) TO REDUCE THE CONSUMPTION OF RAW WATER IN THE PLANT AT 100% SO FARMERS AND RAYONG RESIDENTS HAVE ENOUGH WATER TO USE DURING THE DROUGHT CRISIS. BLCP POWER PLANT HAS SET UP A PROCESS TO PRODUCE RAW WATER FROM SEA WATER (REVERSE OSMOSIS SEA WATER DESALINATION PLANT OR RO WATER) FOR CONSUMPTION IN THE POWER PLANT ALTHOUGH THE OPERATION WILL HAVE A RELATIVELY HIGHER COST THAN USING RAW WATER. BLCP RECEIVED RAW WATER AT 20,205 CUBIC METERS IN JANUARY 2020 AND 5,054 CUBIC METERS IN FEBRUARY 2020 RESPECTIVELY. FROM 15 FEBRUARY 2020 ONWARDS, BLCP HAS STOP RECEIVING RAW WATER FROM EAST WATER BY USING RO WATER AT 100% TO REPLACE THE RAW WATER USED IN THE ELECTRICITY GENERATION PROCESS INCLUDING FOR PUBLIC UTILITIES AND WATERING THE PLANTS INSIDE THE POWER PLANT. UNTIL NOW, BLCP HAS REDUCED THE USE OF RAW WATER FROM EAST WATER AT ‘ZERO’.

The Station adopts its policy on good governance principles, conducts its business activities in a transparent manner, disseminates and discloses all information on its own voluntary basis, and strives all efforts to win community acceptance, participation, and support.

JANUARY 2001

The Station was granted by the Office of Natural Resources and Environmental Policy and Planning (ONEP) for its Environmental Impact Assessment (EIA) report of the power plant

FEBRUARY 2002

The Station was also granted another Environmental Impact Assessment (EIA) report of the coal unloading facilities.

AUGUST 2003

BLCP successfully met its key milestone of the Financial Close with a large numbers of local and international financial institutions. As a result, BLCP was awarded by the two regional magazines as follows.

– Best Project Finance Deals of the Year – Asia Money

– Project Finance – Deals of the Year 2003

29 MARCH 2004

BLCP organized its Stone Laying Ceremony. The event was presided over by the honorable General Prem Tinsulanonda, President of the Privy Council and Statesman.

27 APRIL 2006

BLCP organized its Synchronization Ceremony. The event was presided over by Khun Kraisi Karnasuta, Governor of Electricity Generating Authority of Thailand (EGAT)

04 JULY 2006

BLCP organized its Kiang Saket Energy Center Opening Ceremony. The event was presided over by Khun Suwesh Tantiwong, Deputy Rayong Governor.

23 NOVEMBER 2007

BLCP was granted and certified for Occupational Health and Safety Assessment Series – OHSAS 18001 by Bureau Veritas Certification (THAILAND) Ltd. The Bureau Veritas Certification certify that the management system of the station has been audited and found to be in accordance with the requirements of the management system standards.

 23 JANUARY 2008

BLCP had received the Green Star flag as the symbol of Corporate Governance for Environment Year 2007 from Mr. Piyabutr Cholwijarn, Deputy Minister of Industry. This award was given to the entrepreneur who has good intention of pollution reduction and continuous development for better quality of life and environment for Map Ta Phut and Ban Chang Communities.

 20 AUGUST 2008

BLCP was awarded in the category of Environmental Excellence from Austcham Thailand Business Award 2008 organized by Australian-Thai Chamber of Commerce (Austcham). The Station is recognized for its continuous commitment to take environmental issues as priority, even before the construction and the operation of the power plant. It also took into account of all environmental records which have been properly kept and used for monitoring and reporting purposes, and easily accessed by the surrounding communities and the relevant authorities in a variety form of communication channels including the regulatory reporting, and the face-to-face meeting with communities and visitors at its learning center, the Kiang Saket Energy Center (KSEC).

29 AUGUST 2008

BLCP was granted as one out of 40 industrial plants by Thai Industrial Estate Foundation and Industrial Estate Authority of Thailand (IEAT) in a contest of “Admirable: Plants in Plants, in Industrial Estates”. The objective is to demonstrate that the industrial plants take the environment and the quality of life as the priority.

BLCP was granted and certified for ISO 14001:2004 by Bureau Veritas Certification (THAILAND) Ltd. The Bureau Veritas Certification certify that the management system of the station has been audited and found to be in accordance with the requirements of the management system standards.

BLCP successfully met its key milestone of the excellent safety performance which resulted in 3 million man-hours without a loss time injuries. (as of 15 April 2005)
